Where to buy Mopar MS9417 MTX fluid?

Even my local dealer doesn't carry it.  I need to place a special order for it.  About USD11.00 per quart.
My avenger is 98 L4, manual says it needs 2.1 quarts.  Do I need to buy 3 quarts or 2 quarts are more than enough?

your dealer can get it. all they have to do is order it.
