I don't believe this mod works for one second.
it works. i can tell you exactly how to do it. my instructor at ivy tech was the guy with this system.
take some stainless steel wire, wrap it in two paths around an insulating material (lexan, plastic, glass, rubber, anything you can get your hands on). put that into a glass jar, fill the jar with water and some baking soda(this is the electrolyte) drill three holes in the lid, put rubber grommits in all of them and put bolts through two of them so it forms a seal, but doesnt make contact with the lid. attach each winding to its own bolt, label one as + and the other as -( it doesnt matter which) in the third hole run some vacuume line and pipe it into your intake(if you have a turbo pipe it in infront of your turbo), apply power to the + and attach the - to ground( its probably a good idea to wire in an on/off switch somewhere.)
and thats how you do it for a diesel or an old gasoline non-computerized engine, for a modern computerized gasoline engine you need to use a variable resistor and wire them into your o2 sensors, it makes your car think there is less o2 so it uses less fuel, so you can take full advantage of the hydrogen being extracted from the electrolyte.
and remember, this is not a fuel source. it is an additive. my instructor used 6 1pint jars in his and 12 volts in his benz. he's going to do it to his wife's jeep except he's going to use one or two large pickle jars and he's going to step up the voltage to 24 and see if that works better.
buy the books
ship them to me
I will built a few
we test and we'll know

as Shiano said, it is an E-book.
