High beams don't work and fog lights occasionally work

I have a 1995 Chrysler Sebring with a 2.0 DOHC.  The bright lights are not turning on, when I flick the switch the bright light indicator comes on but the lights don't come on.  The driving lights (the brights that come on when you start the car) did not come on at first, I took the switch out and cleaned it and the driving lights then came on very dimly.  The fog lights sometimes work but if they don't you need to kick the light, the guy I bought this from showed me, and then they will come on.  When the fog lights and the low beams are on and I flick the dimmer switch the fog lights go out, but the brights still do not come on.  I was wondering if you think the switch is bad of if it is something else.

check the high beam relay ...

Check the relay infront of the driver side wheel well. Theres 2 or 3 relays there. Check the wires for corrosion, the are unprotected. Try moving them around a bit, then retry the high beams.
