EGR system on a 2001 LXI 3.0

Hi, I'm throwing a P0403 CEL and I think it's the control solenoid (cheap) rather than the EGR valve (expensive) itself. I'm wondering if the EGR valve should be getting vacuum at idle? I tend to think it shouldn't but would like to know from someone else. If I pinch the vacuum line to it the idle changes dramatically, so I know there is vacuum to the valve now at idle. I didn't think the EGR valve should be open then.

Anyone know for sure?
