A regular T-3 turbo will push upwards of 25-30lbs of boost, but its really hot and the turbo's compressor is running out of its efficiency envelope. A T-3 will work, 8psi is super easy to get. The boost is determined by the wastegate. All of your exhaust is routed into the turbo, then when 8psi boost is hit, it opens the wastegate, which routes some of the exhaust from going into the turbo. Some turbos are internally wastegated, some require you add one.  A blow of valve does nothing for controlling boost. Its there for an emergency relesease when you suddenly let off the throttle and the turbo is still building boost. Because the throttle body is closed and the air cant go back out the turbo, the blow off valve opens and lets that trapped air out. Oh and you dont need a pulley for a turbo, its purely driven off of exhaust. Ebay is your best bet.

any turbo will run at 8psi, buy a turbo setup and make sure you get a boost gauge and a boost controller.  now i have a 20g turbo that can pump out 34lbs of boost if i wanted it to or on the street ill be runnin anywhere from 10-15lbs it all depends on what you want to do.  now that is a huge turbo, ud be better off with goin with a stock 14b turbo and just keep the boost down at around 8lbs and youll be ok till youre ready to build your motor up and then keep your turbo or upgrade, its all a personal opinion.  now just to give you an idea of the stock 14b turbos, a friend of mine has a 92 awd eclipse with a stock turbo (other small upgrades) but a stock 14b and he goes up to the track and will put out 12.5-12.7s all day every day which isnt slow by any means

a supercharger would work too obviously but piecing together a turbo system would be a lil cheaper than a supercharger. either way you still have to build up the motor before you start really pushin a lot of power out of it. again, its a personal opinion which way you wanna go

I owned a 98 Eagle Talon TSI, Turbocharged 2.0, and one of the first upgrades after bigger injectors and a built motor, was to upgrade the turbo to a 16g, T-3, or 20g if you was goin extreme. Point is, dont buy a small turbo if your planning to upgrade later. Its a waste of money.

the mans got a point, i just jumped right in and got myself a 20g but im waiting to put it on the car cause my motor is stock right now, i have rods and pistons and im tryin to find a forged crank just so i know im covered!! Grin

if your looking for a mid-performance turbo, one that wont produce near any lag, but wont give you humongous potential once you start increasing boost, get either the T3/T4 hybrid turbo, or the T04E, both are relatively cheap, and produce around 7psi ~limited to internal wastegate. Yeah, these turbos will be around $200.00 on eBay, just make sure you get one with a LONG warranty. Nothing 30day, those usually break within the first year of use. The whole setup is gunna cost you a fortune, not to mention exileracing doesnt provide their custom turbo manifold and dump/downpipe on their catalog! If they did, Id be working on the project right now!! Now I'm sitting in Iowa, of all states, looking far and wide for a company or person(s) to build me a custom turbo manifold and dump pipe for the T3/T4 compressor/exhaust housings. Not to mention a charge pipe too... Plehh, not really worth it in my opinion, you could MAYBE get around 300HP on stock internals, not to mention with the stock tranny, that will go out in no time.

Save your money, do a swap for the 6G72/420A, or just make yourself a really fast N/A.
