tb is throttlebody, where the air gets let in. it sounds like the airway/airpassege has something in it that causes this sound when the air is coming in at a certain amount of cubic feet per minute. check ur air filter and pipes up through the throttlebody. the butterfly plate is that device that is connected to the "air"(gas) pedal, connected up to a spring mechanism. ur problem should lie anywhere in this region.

K, well let's forget about the TB for the moment. I disovered that the first rattle/whine is the heat shield over the exhaust manifold (at least, I think it's the heat shield...lol) Suggestions? Should I just tear it off? Or is there some way I can secure it so it doesn't rattle?

Why is it rattling?  Is a bolt broke off, or missing.  I tore mine off and I've had no problems.

Hmm...not sure to be honest. I had just finished my shift at work, and then decided to pop the hood and then start the car with the remote starter and see if I could find the rattle. I was so excited that I actually found it, that I didn't really check to see why it was rattling. From what I saw...it didn't look like it was missing any bolts...but it was cold and i just wanted to get into my car...lol I'll check tomorrow to see why it's rattling...I think it might just be that it's cold, and the metal shrinks a lil (the rattle pretty much goes away once the car warms up, but comes back every so often).

Indeed it does. Well...i tryed to check it...lol It didn't look like it was missing any bolts (even though there's only 1 bolt that holds the thing on, with the rest being welds). I tryed to move it with my hand, but it wouldn't budge...which leads me to believe that it isn't loose. It must just be that our cold weather is shrinking the metal a lil too much...damn canadian weather...lol

On a happy note....the neons worked for the first time last night!!!! It was crazy..lol I had picked up my gf...drove home (which is about an hour of driving back and forth) and then...for some unknown reason, I looked at the switch, and turned them on. I noticed a blue light reflected off of my open door...and without thinking, turned it off. Then my gf was like...wtf was that?!!? I thought for a second...then swtiched it on again...and they worked...lol Then...a few hours later, I tryed the switch again (after the car had been sitting) and they didn't work.....then after driving my gf home, and coming back home, tryed it again, and it worked...lol How does that work? They only work when the car is warmed up? Any possible reasons for this to happen?

Sry for the double posting. I went out and checked the neons again. I flip the switch...nothing...turn them back off...then on again...then back and forth 3 or 4 times, till I notice a flicker. I flipped the switch once more, and they come on. Now...i'm thinking that it's actually the connection to the switch. I think that the wire all around are fine...just the 3 wires that connect to the switch needs to be looked at? Thoughts?

bad wire connections at the switch. then again..it might not be. it probably depends on how much the switch moves when pushed. it might go a bit farther at times which allow the electrical points to touch. something along those lines...i would just take the switch out, investigate the wires thn if necessary, open the switch n take a look.

I'm fairly certain it's the 3 wires that connect to the switch. A few weeks ago, I popped off the panel and 1 of the wires was disconnected from the switch. It looked as if it was just torn out, so I placed it back in...lol I didn't sodder it or take it, so it's possible that with the movement from the switch, it could disconnect itself...lol
