do you have running lights?  When you turn on your headlights do your tails light up at all?  If you have a multimeter test them, and check to see if they test as ground.  They might be shorting out somewhere.

OK, These assumptions are based on the fact that you have park lights, but when you press the brake, nothing changes, no lights come on. THere is this wire under the steering wheel, above the brake pedal. It has to be in just right, or your brake lights wont work. Of course bulbs could be a possibility along with fuses. I didnt get much info, but from what I'm getting, this is what  I can come up with, also, if that doesnt work and you have a short somewhere, save yourself 200 bux and buy a 12v wire and run it from the wire above the brake pedal, to the wiring near your lights where the brake wiring goes. If there is a short. This rerouting should get rid of it. I've had to do this before. Just make sure you connect it to the right wire..as a matter of fact, If you're not sure, I can tell you which one it is tomorrow. if you dont have it figured out by then. good luck.
