Yes you might be able to scrape it off but you have to be carefull to not damage the underneath surface .... I've not had this trouble before but someone else stated that the wet parts can be removed with solvent then rough up the "dry"area and reapply
got the old (still wet) FB off and layed down a completely new mixture. What DOESN'T stick to fiberglass if placed on top of it?
Remember when you were in elementary school and you got to play with clay and play-doh? Remember flattening it out and "stamping" things [shapes] into it? Same principal basically. I'm going to need something that i can wrap around a stamp of sorts so that when press into the pre-hardened fiberglass before it sets, it will set with that shape creating a recess.
But seriously, I would use wax paper or saran wrap. We used painters masking plastic when we were trying to make hoods and it worked well. It stuck but we could peel it off easily.

u can use a heavy plastic and lay over the panel and then apply stamp. leave the plastic on (it will help avoid air pockets) pull off after it dries...then sand and bondo.
or you could use pb blaster/w-d 40 or similar pen fluid as a release agent just be sure to wash off really well with solvent before doing any more work...
